Abu Dhabi, January 16/ WAM/ The Federal National Council (FNC), during its Seventh Session of the Third Ordinary Meeting of the Sixteenth Legislative Period that was held today, chaired by Dr. Amal Abdullah Al Qubaisi, Speaker of FNC, confirmed to the importance of developing the strategic plan of the Ministry of Justice in order to keep pace with the development of legislation for the future scientific and technological challenges, especially with regard to artificial intelligence, the digital revolution and the UAE Centennial Plan 2071, and the allocation of a department at the Ministry to develop and receive proposals, ideas and consultation on the development of legislations in the country.

The meeting was attended by Abdulrahman bin Mohammed Al Owais, Minister of Health and Prevention, Minister of State for FNC Affairs, Sultan bin Saeed Al Badi Al Dhaheri, Minister of Justice. The FNC during the discussion of "The Policy of Ministry of Justice in Developing of Legislations", on its recommendations that it has adopted has stressed on the importance of holding workshops and awareness seminars on any legislation. This would be after legislation endorsement in order to raise the level of awareness of its importance and purposes to the relevant bodies related to the legislation and to develop specific action plans and programs concerned to communication with the strategic partners of the Ministry to achieve the goal of developing legislations.

FNC also focused on the importance of developing specific work programs with regard to measuring the legislative impact through cooperating between the Ministry of Justice and the bodies concerned to legislation applying, and working for establishing an independent research unit in the Ministry only concerned to legislate impact measuring and making a Guide conducting with the process of making the other legislations for the other parties in order to enforce the impact of the concerned parties and raise its efficiency in drafting legislation, and the great need for developing the legislative studies and research in the Ministry in particular those related to social studies of legislation, the need of society for legislation and the social results expected from legislation.
FNC has discussed such topic through to major axes: Strategy and Initiatives on the Development of Legislation and Legal Services & Phases and Mechanism of Legislation Preparation in Technical Committee.

On the other hand, Aliaa Soliman Al Jasim asked Abdul Rahman Mohammed Al Owais, Minister of Health and Prevention and Minister of State for FNC Affairs a question about " Localization of the specialization of radiology", and another question by Saleh Al Ramithy about " Privatization of human resources in the Ministry of Health".

Dr. Amal Abdullah Al Qubaisi said, "We are pleased to begin FNC first session of 2018, The Year of Zayed of Good and Giving, Zayed Values and Advancement, for all his great achievements, huge heritage, legacy of values, principles and achievements in all areas to UAE people".

On this occasion, she extended all the sincere congratulations and pleasing to our wise leadership, headed by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, and his brother His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces and their brothers, Rulers of the UAE and the great people of the UAE.

She stressed that the achievements of great leaders in human history are measured by what they have introduced to their countries, their peoples and all humanity, from this perspective, the Sheikh Zayed Bin Sultan Al Nahyan, who we ask our Lord to forgive him, the founder of our state and the builder of our renaissance, is one of the greatest political and humanitarian leaders throughout history and times, he has built a pioneering state, not only with its unique development experience in the exploitation of natural resources for the benefit of man, but also with its civilized mission, noble values and humanitarian principles, and the establishment of a model state for development, renaissance, coexistence and tolerance, with his wisdom and vision of a long-term conscious strategy ahead of his age, and what respect and appreciation that he acquired in the whole world from all the human being, and with the level of his help that he has given to poor and sad people to make their faces rise again without any distinction between skin color, race or religion and till now his ocean of his help still extends as we can see in all places the pleasing mark of Zayed.
She stressed that the founding leader was keen to devote the advisory approach, and to link between the approach of parents, grandparents and modern state institutions, such as the establishment of the FNC as one of the basic pillars that he relied upon in laying the foundations of a federal building, based on the fact that FNC embodies the national will as the representative of the people of the UAE.

As the building of the society is, as he used to say, the responsibility of all us, FNC has received a great attention and support by the founding leader, as he believes in the great importance of political participation in the national work for the citizens, as he saw that FNC is the soul and heart of the nation and a great support for the government to do its duties and a partner for the government in the national responsibility.

Dr. Amal also said: "In the beginning of Zayed Year, the year of loyalty and gratitude to the founder of our nation and builder of our renaissance, we emphasize that we have a great chance to deepen the principles and values of the founding leader, and to work hard to promote them in all corners of the whole world, and to do our best efforts to achieve more of achievements and success, and to complete the civilizational project established by the late great, and to continue the march of good and constructive Zayed, which planted in every inch and every spot of the land of the Emirates".
She stressed that the FNC will be always supportive of all the initiatives, events and activities of "the year of Zayed", and will also launch its initiatives, and tries hard to strengthen the efforts of our wise leadership and our descent people to make this year an exceptional year and a guiding year for us in our march, the comprehensive and sustainable development march of our nation, Allah willing.
She also expressed the sincere thanks and gratitude of the FNC to His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai, who expressed with love, sincerity and eloquence on behalf of all of us through his wonderful "Thanksgiving Message" initiative, and she also expressed her heartfelt gratitude of the descent people for the efforts of His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and the Supreme Commander of the Armed Forces, who gives his life for the homeland, and works with sincerity and dedication to ensure a decent life, well-being and happiness for citizens, and establishes a position and a place for our state among the most advanced countries in the world.

Al Qubaisi said that this "Thanksgiving Message" will remain a historic milestone for the values of loyalty, the spirit of unity, and the depth of the strong brotherly ties that unite our leaders, which we have enjoyed. Allah has blessed us with this grace and extended all their lives and consents and paid good deeds on behalf of all of us, and we, in the name of the people of UAE, say: "Thank you Mohammed bin Rashid ... Thank you Mohammed bin Zayed".

Al Qubaisi assured that history will record with pride and honor the victories and championships of our valiant armed forces, which not only liberate the land of brotherly Yemen, but also defeat the Iran's expansionist sectarian plan in the region.

The Minister made a presentation on the policy of the Ministry of Justice in the field of legislations development, indicating that the Constitution of the State governs the role of the Ministry in the field of legislation, and there is a supporting and legislative role that represented in helping other ministries in drafting their own laws, and jurisdictions to be clear and cannot be expanded or measured, Accordingly, the jurisdiction of the Ministry of Justice in the area of legislation is restricted in accordance with the Constitution and the law.

The Minister also reviewed the legislative period of laws proposed by the ministries and their successive stages, indicating that the role of the Ministry is limited to one stage exclusively under the Department of Fatwa (Legal Advice) and Legislation in the Ministry adding that despite of the specific competence of the Ministry. It is working to help other ministries in the preparation of legislations in accordance with an integrated strategy, as it includes the plan of the Ministry and the objectives of the legislation that the legislations meet the internal needs and keep consistent with the developments and the prospect of the future. There is a role for the process of changing the process of social and technological change in the country., and there is an advanced methodology to measure the legislative effect applied to legislations.
