The Ministry of Justice in Abu Dhabi hosted the “New Civil Transactions Law” Forum, which brought together a notable group of ministers, and a select of judges, academics, and legal experts. The event also saw broad participation from government entities and media organizations.
The forum was attended by H.E. Abdullah Sultan bin Awad Al Nuaimi, Minister of Justice and Chairman of the Federal Judiciary Council; H.E. Maryam bint Ahmed Al Hammadi, Minister of State and Secretary-General of the Cabinet; and H.E. Dr. Omar Habtoor Al Darei, Chairman of the General Authority of Islamic Affairs, Endowments and Zakat, together with a number of senior officials. The forum aimed to introduce Federal Decree-Law No. (25) of 2025 promulgating the Civil Transactions Law, which entered into force at the beginning of this month as a strategic step towards modernizing the UAE's legislative framework, so as to keep pace with evolving economic and social developments, strengthen confidence in civil transactions, safeguard rights, and reinforce the stability of the business environment and the attractiveness to investment.
In his opening statement, H.E. Abdullah Sultan bin Awad Al Nuaimi emphasized the significance of the new law in laying the foundations for swift justice. He highlighted the horizons it creates to empower young people, enhance their participation in competitive economic activities, and build a sustainable economy.
For her part, H.E. Maryam bint Ahmed Al Hammadi shed light on the legal and economic dimensions of the new legislation, underscoring its pivotal role in regulating and clarifying legal relationships between individuals and businesses in alignment with the UAE's ongoing developmental progress.
Meanwhile, H.E. Dr. Omar Habtoor Al Darei explored the Sharia principles and jurisprudential foundations underpinning civil transactions, affirming that the provisions of the new law are fully consistent with the objectives of Islamic Sharia in safeguarding rights, upholding justice, and removing hardship.
The forum featured three panel discussions. The first focused on “the judicial and legal impact of the Civil Transactions Law,” exploring the legislation's national and developmental dimensions. The second examined the impact of expanding the scope of legal capacity in a session titled “Empowering Youth for a Promising Future and a Competitive Economy.”
The forum concluded with a third session, “Property Rights, Contracts, and Negotiations in Light of Economic Transformations,” which discussed the decisive role of the new law in reducing commercial disputes and promoting stability in contractual negotiations.
The event reflects the Ministry of Justice's commitment to developing a flexible and forward-looking legislative framework that reinforces the rule of law and directly aligns with the objectives of the “We the UAE 2031” vision, aimed at cementing the UAE's global leadership in the field of justice while safeguarding human dignity.
