New initiatives to enhance quality of State Attorney's Office performance

The State Attorney's Office launched a number of initiatives to enhance and improve performance during the workshop of the Ministry of Justice's innovative initiatives for the Public Prosecution.

The workshop was attended by Sultan Saeed Al Badi, Minister of Justice, as part of the Ministry's participation in the UAE Innovation Month.

The event was also attended by Mohammed Hamad Al-Badi, president of the Federal Supreme Court, Dr. Hamad Saif Al Shamsi, Attorney-General of the state, Sultan Rashid Al Matroushi, acting undersecretary of the Ministry of Justice, and a number of ministry leaders and members of the judiciary and public prosecutors.

In his inaugural address, Al Shamsi said that the UAE Innovation Month is an important event, inspired by the UAE vision to be at the event level and to feel consciously and confidently what the role of the Public Prosecution is in the innovation system of our country that races time in every achievement that adds to human civilization.

“The vision of our good government for this national event aims to strengthen the state's position as a global center for innovation, culture dissemination, capacity building, and to motivate government, private sector and individuals to adopt their practices and launch innovative initiatives and ideas at the state level.” He said.

Al-Shamsi pointed out that the Public Prosecution upon these principles and goals has been a positive player in this blessed march, trying hard to meet the aspirations of the people and leaders to achieve all the best in their fields of work and services to those who resort to it for the right and the revival of justice.

He stated that that "the Public Prosecution has had initiatives turned to be a reality aimed at achieving the happiness of the people on the land of the state by achieving the speedy justice and the related services that are easy to obtain.”

The Public Prosecution launched the "Solh Online" initiative to achieve the right of the opponents to reconcile through a smart electronic platform, and the initiative of the smart prosecutor, which accomplishes the completion of the investigation procedures from anywhere through electronic devices, without the need to transfer to implement the decisions of the investigation procedures conducted by the prosecutor.

The “Smart Chat” initiative...to facilitate access to the services of the Public Prosecution...through a program that allows interested people to know what they want about the services they need, and the procedures to achieve them.

"The Public Prosecutor's Office launched the ‘Smart Kiosk’ initiative to facilitate the delivery of its services through a platform that facilitates access to certificates, payment of fines, fees, etc.,. There was also the ‘Smart Visit’ initiative for inmates of punitive and correctional facilities, which enabled older families and those staying
away from communicating with the guests with audio and video without incurring the hardship of moving to where they are located.” He said.

My Community Is Safe
Hamad Saif Al Shamsi announced the launch of "My Community is Safe" initiative, which achieves community cooperation with justice to provide security on the state's territory. It enables a person who knows or suspects another person to report him via this application on smart devices that maintain the confidentiality of information related to the informer person to ensure his security and safety.

He stressed that all these initiatives aimed at saving time, effort and money to achieve the quick and easy justice that has been and will remain the aspiration of all societies and lead to the happiness of people who are confident that getting the right in this country is an easy matter.

He said that the aim of development and the pursuit of the best in every field has become a sustainable lifestyle and approach in our country. “In the twenty-first century, the United Arab Emirates will witness a great change and development in implementing its national strategy to achieve the UAE's Centennial Vision 2071.
He added that this "comes through the support of the use of artificial intelligence in all sectors of the state, including the justice sector. This requires us all to understand and adopt modern technologies in building up the judicial system of the Public Prosecution through the launch of innovative creative capabilities, to enable and enhance the use of artificial intelligence in the delivery of services and the judicial work. This requires innovation and creation and a vision that looks forward to the future and depends on cooperation and partnership between us and the Ministry of Artificial Intelligence ».

Innovative Projects
Attorney General Tarek Ahmed Al-Rashed presented the Smart Prosecution Project that will be implemented during this year.

He reviewed the essence of justice and its results and its time standard, and the steps of the Federal Prosecution to accelerate the proceedings of criminal proceedings, as well as a presentation of the indicators of the performance of district and public prosecution and the performance indicators of appeals. Al-Rashed hailed the promising results of the Penal Magistrate prosecution.

He also gave a presentation on the importance and role of innovation in speeding up litigation through the use of the “Smart Prosecution” application, its functions and advantages, and how to connect with strategic partners. Especially during the criminal investigation process, smart assignment and its areas, and communications and internal correspondence.

Jassim Ahmed Al-Rashed, Head of IT Crimes Prosecution, reviewed the "My Community Is Safe" initiative, an interactive crime reporting service, and urges all members of the community to participate in the maintenance of security and the reduction of crime.

Robot Prosecution
Hamad Al-Shamsi, the Attorney-General of the state, announced that the Public Prosecution is in the process of establishing a team to develop a road map for the future of public prosecution and artificial intelligence, which deals with the study and processing of legal updates.

This opens the way for the development of the judicial system of the Attorney General without future obstacles.

The team carries out the robotics project using artificial intelligence technology to investigate issues in all languages. The team has knowledge of all laws and interaction with people and can read face expressions,

He pointed out that “the value of justice and the honesty of its mission is not immune to the innovations of renewable science at all times. Our aim is the responsibility and honesty that the right is attainable and that justice is achieved which can only be accomplished by thinking, creativity and innovation.”

Smart Prosecution
Attorney-General Tariq Ahmad Al-Rashed said that the Public Prosecutor's Office has developed a series of plans for intelligent transformation, including the Smart Prosecution Initiative, which automates all the work of the Public Prosecutor's Office, and the possibility of practicing it via smart applications that could be used remotely, 24-hours, and outside the walls of the judiciary.

He added that this technology is working to link the stakeholders and the strategic partners of the prosecution, including the police and its institutions.

He pointed out that "the decision taken by the Attorney General reaches to the implementing agency at the moment and immediately. He stressed that “there is no room to lose time and correspondence, explaining that “all of these data will be documented.”

Al-Rashed explained the "Smart Visit" initiative in detail. He said that the relatives of the inmate and the lawyers can communicate with the inmate through the video call feature, after taking the official approvals either from the public prosecution or the penal institution. There will be no need of the lawyer to move from his office to the facility or the family to come to the facility, thus preserving the privacy of the inmates' families.

Al-Rashed said that the “Smart Chat” Initiative enables the public to obtain legal information immediately without human intervention, after supporting the program with a set of questions and statements that enable it to answer the public's questions.
